On the 7th of November 2025, at the prestigious 11th Lagos International Climate Change Summit, the Lagos State Government—through the Ministry of the Environment and Water Resources—signed a comprehensive Memorandum of Understanding (MoU) with HAK Waste Limited. Strategic Framework: The Deposit Refund Model
The partnership establishes HAK Waste Limited as the primary implementer of a circular beverage container bottle recycling and recovery system. This innovative initiative will be anchored on two complementary mechanisms:
- Deposit Refund Model: Consumers pay a small refundable deposit when purchasing beverages, which is reimbursed upon returning empty containers to designated collection points, creating a financial incentive for recycling.
- Extended Producer Responsibility Mechanism (EPRM): Beverage producers and importers assume responsibility for the entire lifecycle of their packaging, including post-consumer collection and recycling, fostering sustainable production practices.
